title: Register an issuer

Register a new issuer (a business that issues invoices) for the caller, who becomes its owner. Works with no issuer yet and takes no issuer selection. It takes the fiscal data only: rfc, business_name, fiscal_regime (SAT c_RegimenFiscal key, e.g. 601) and lugar_expedicion (5-digit postal code). The CSD (certificate, private key and password) is uploaded in the browser at the returned upload_url, the issuer's page; this tool never receives it, and the issuer cannot issue until it is uploaded. Returns {id, rfc, business_name, has_active_csd: false, upload_url}.
