List CFDI templates

List the CFDI templates the issuer sees: the global templates, which every issuer sees, and the issuer's own scoped templates. scope narrows the list to global, issuer or all (the default). Each template carries its note, which says what a draft made from it still needs. A scope outside those three is invalid_argument.
